I don't see the problem. It was already established that Plutarch's propos tend to be glitzy and symbolic, the drill team is a very close shot-by-shot parody of a USMC advertisement, and one of the themes of Mockingjay is that Coin would be just as manipulative as Snow if she only had the budget and bodies to spare.

Yeah, not sure why OP is so het up about this. The only thing that strikes me as odd is the white austerity of it, when Plutarch's propos are usually darker, less "clean," and more focused on the fire motif. It's borrowing the blankness and color palette from the ads for Part 1 with Snow, Peeta, and Johanna, which is probably intentional but only works from outside the universe unless we're given more context.

I just can't get over how deeply stupid it looks to me (I'm sorry I know that this is an actually military thing but the dancing with your gun FOR FREEDOM, omg). If it was being delivered with a bit of a wink, I'd be fine with it. But it almost feels like it's buying its own hype.
