I felt that scene was more about the reporter's obnoxious personality than about her sleeping with Tony. Pepper doesn't seem the type to have a double standard of judging the woman while being fine with Tony sleeping around. But that reporter was horrible. She was exactly the worst kind of reporter.

That's what I thought, too. If the reporter hadn't been rude first then I feel like Pepper would've been perfectly civil, but since she wasn't Pepper responded in kind.

I could see how one might think her being insulting back is immature, but it didn't bother me too much because I didn't feel like sex factored into Pepper's response.
