Report them. Report them. Report them. If you don't, this will not get better. Dogs in the city neighborhood should NOT be off the leash, and certainly not without their owners. Every time I read a story about some person randomly getting bitten in the neighborhood, it always starts with the stupid, stupid owner who has NO business a bunch of dogs. And then they wonder why somebody gets hurt or mauled because NO WAY CAN THEIR PRECIOUS SWEETIES BE CAPABLE OF HARM. Please report them and do not engage or follow the advice of stupid people who are basically neglecting their pets. If the dogs end up getting put in a shelter, it's still better than a pack attacking some poor unsuspecting jogger or kid or something.
