The line between just mildly intoxicated and drunk as a proverbial can be hard to spot, but generally once people's physical movements start getting exaggerated and they start acting overly impulsive, that is when it is time to cut them off. Lotta waitstaff won't though, drunks often make good tippers and the worst that will happen to them if the license yanked for too much drunkeness associated with the venue (which nearly never happens) is that they have to go to the venue down the street which will now be hiring more people to deal with the influx. Waitstaff jobs are mostly temporary and often poorly treated by management so they expect to leave at some point anyway. Really the only sure fire to get cut off is if you start attacking or abusing the waitstaff without leaving mondo tips.

I remember a local court case where some guy died of alcohol poisoning, and the staff who served him was charged with something (can't remember exactly, it was a long time ago) in regards to his death.

Of course, each story has its own circumstances. He went there for his birthday, got stinking drunk, and at some point his friends were still buying him booze, and some of the servers were pouring the shots down his throat.

So, a little more complicated than just serving a regular inebriated guy more drinks, but it does raise some ethical questions. Especially since his friends had been drinking, too, and their judgment was impaired.
