I don't think it'd change that much, even if ghosts could talk. If it's like horror ghosts, they can talk but generally are not sapient, so they can't learn or think or answer questions

We basically know what dogs and cats are saying but having a dog to english translator doesn't give us any more info than we already had since it's not as though the dog gets any smarter

It'd likely be the same except you get grandpa wandering into the living room in his ghostly underwear still grumbling about football from 20 years ago because he still hasn't moved on from that one time his team lost

If it's horror movie ghosts who can't really talk back or understand you and exist only as single points of emotion? Not really

Maybe some ghost busting troops to clear out the angry ones but those and mediums and psychics technically already exist whether you believe in them or not and some people believe ghosts are real so that is reality to them

Religion would claim they're only shadows and the real souls have left and point to it as proof of afterlife, atheists would say there's proof ghosts happen so Heaven and Hell don't exist, people can rationalize anything away

op: Some ghosts can communicate, if they are strong enough. It just happens that just like most people can't deadlift (lol) a 300 pound weight, most ghosts can't have the energy to talk to people.

See when you say "communicate" and "horror film ghosts" I read it as the typical horror ghost that repeats the same phrases over and over, not real spirits that are still fully human and can think and mentally process things

Which do you mean?

If you mean the latter then a lot more detail is needed, like how do you tell what type of ghost they are and who determined this rating system and by what metric and how much can the ghosts say and can ghosts lie and how much of their personalities do they keep and how far does their memory go back and how far can the ghosts move around physically and can everyone hear them and could ghosts theoretically cause panic by yelling BOMB in an airport and do the ghosts form at the moment of death or are we talking residual self image and can ghosts learn if they attend college and does talking require energy and where do they get it from and

If it's the latter, "it depends"

Okay. *rolls up sleeves* I didn't put this much thought into my hypothetical so let me see what I can do.

-Type of ghost is determined by power level + response. How they become that type generally depends on how they died plus their intelligence level as living.
-What metric? Something scientists would create just for them. The level os science to understand it is on par with quantum physics.

-About 50% of ghosts are non-responsive to people. They are just stuck in a routine that they do over and over. This routine is passive but can be annoying if they are making noise. (Level 1)
-About 20% are able to communicate clearly and concisely with the living. (Level 3)
-20% are violent poltergeists that are non-communicative. (Level 2)
-10% are violent and communicative. (Level 4)

-How much their personality/memory depends on type of ghost.
-How far they can travel depends on what they are tied to. Level 1s and 2s are usually tied to a place or people. Level 3s and 4s can travel up to 10-20 miles from whatever they are tied to.

-Who can see them depends on which scenario. Scenario 1) Everyone can. Scenario 2) Only some people can see them without special equipment or training.

-Theoretically yes they could yell BOMB, but most airports would know about a ghost.

-Formed at death but usually not visible for several weeks.
-They cannot attend college because they are not considered people. Though, that would be a great debate to talk about! Can Class 3 and 4 ghosts be considered human enough to have rights?

-Energy is quantum physics level of science. I'd need to read some books to figure that out.

Ghosts can become angry and violent? Helllloooooo murder defense!
