America is trying to get Mexico to take Texas off their hands, and Mexico is fighting an armed resistance on the grounds they have enough problems without add Texas style crazy to them and America has to keep 'em.

Or alternatively it is just a regular international military exercise using the mid-west deserts as a stand in for ISIS held countries. Whichever you prefer.

There is a huge conspiracy theory by a lot of Texans about it being the federal government out to revoke Texas' status as a state and make it a direct federal territory under martial law though. I think that is why the theory is. It is a little too heavy on the crazy to understand properly.
