I've been in fandom too long for this to truly surprise me (look at Thor fandom), but I don't get it. Kevin is fascinating BECAUSE he's awful, why would you ever need to explain away his behavior?

And no, Carlos is far from perfect (I was upset with him for a long time, but I never hated or disliked him) but when it comes down to it he's not a bad person. And he does love Cecil, so I feel like if they were ever going to separate it would be on good terms.

It's pretty heavily implied in canon that Kevin used to be a lot like Cecil, until Strexcorp/the Smiling God zapped/magicked/drugged/etc him into his current state. Which doesn't make what he does any less awful, but it's tragic-awful, you know? It's easy to think "how terrible it would be if this happened to Cecil" -- and then transfer that sympathy to the long-lost original-flavor Kevin (whatever you imagine he was like, aside from "Cecil-ish").

If you enjoy straightforwardly terrible characters who dismember people for no particular reason, you're probably not gonna be interested in that interpretation! But those of us who are always up for more stories about "tragic characters who do horrifying things while brainwashed" have fun with it.

Is that what most of Kevin's fanbase focuses on? I didn't realize that. (I know there are definite hints at him being brainwashed and tortured, but I don't see a lot of mention of it in fandom. Granted, I'm not saying I'm a huge part of the WTNV fandom so if you wonder why I don't know this...well, that's why.)

Mostly I see people talking about how deliciously disturbing he is, but again, I don't spend a lot of time in the fandom so I'm not seeing everything.

If Kevin fans are coming from that angle, then I can better understand it. It is an angle with lots of opportunities and I can see where the interest comes from. (Maybe not the extent of the interest, but the general idea which is the important part.)

It's definitely what I focus on! And, like, I can't claim to see everything in the rest of the fandom either, but I've never seen anyone going "the personality we see is the real, non-brainwashed Kevin, and he's a fine upstanding guy." When people talk about liking him, they either like that he's deliciously disturbing, or they like the idea that there's a sympathetic character under the Strexification.

There are some really engaging longfics that focus on Kevin getting rescued and rehabilitated. I've written shorter ones, and I never feel like they're hurting for an audience. Whether or not we're the majority, there's a good number of us.
