He was the stereotypical "nice guy" who couldn't take no for an answer with the added bonus of being really, really irritating.

One of my problems with Screech from "Saved by the Bell" - he just wouldn't leave Lisa alone. Urkel is no different.

I can't think of anyone from the 80s-90s in TV shows that are like that, other than those two.
