Either or! The book is good in its own way for being serious, topical (concerning women in military service and how we characterize warfare), and surprisingly feminist.

The movie is brilliant cheese that manages to be completely awesome despite (because of?) the tongue-in-cheek treatment of the source material. Think of the last co-ed shower scene you saw where no rape threats are uttered and no one makes any sexual advances. You can't, can you? Starship Troopers stands alone!
