Well, as was pointed out to you several times and at great length above, you're simply factually incorrect about how the Supreme Court functions in the United States. It, too, has the power to declare laws unconstitutional. See for reference Marbury v Madison. The Patriot Act passed because it was at the time popular (there was protest but it was quite limited to the left), and it hasn't been rejected because no one has found it unconstitutional - but it easily could have been.

Of course there's a certain amount of villifying the Supreme Court when they make a decision you disagree with, but that doesn't mean that they don't basically fill that role.

I can hardly comment on the rest of this, because it's more or less completely ridiculous and frankly kind of paranoid.
