If it's for safety reasons (worried about them not paying attention to where they're going and hurting themselves or someone else) then I could SORT of understand. (But even if you're wearing headphones, that doesn't mean the volume has to be up so loud that you can't hear your surroundings.)

I've had people look at me funny for listening to music in the waiting room of a doctors office though, and to me that's just silly. (I've also had people talk about me whilst I was doing it, like, "Oh, kids these days, always glued to their cell phones" and I almost blurted out, "You do know I can still hear, right?" Next time I'm going to.)
