Huh. It makes sense if someone plans to plant something. Otherwise, I'm not sure I understand why fungi and such is a problem - if one just eats the produce. There were some cses of something happening I guess.

I think a lot of it is better safe than sorry.

And I think it's also the kind of thing where... you're a lot less likely to be dinged for something like OP where it's almost certainly not a problem, but it's good to have the rules and strictures around it for slightly larger cases.

Fungi spread very easily. They're why we might lose the banana.

Banana is fungi resistant because it has a natural wrapping, namely peel. It's very clean. I haven't once seen any fungi on it like you can find on berries or tomatoes... Ehh, what were we talking about again? Castoms?)
