One good deed does erase all the bad ones, nor excuse that they signed up knowing they were going to be inservice of people that did illegal and inexcusable things and that they might be called on to be part of it. The world does not run on no-harm no-foul like you are implying it does. It doesn't matter how much you try and rig the starting conditions.
