I don't think everyone has to switch, because that isn't realistic. Some people do, some people don't.

However, I do tend to prefer fics where characters switch because then I can be reasonably sure they're going to sacrifice characterization in favor of sex positions as much. I can go in reasonably sure that I'm not going to be stuck with "a cock up the ass knocks the personality out" or "bottoms can't have spines".
