It depends on the context. It works extremely well for Sweden and Denmark. However, those countries are much smaller than countries like America. Sweden is a country of 10 million - America has 318 million. I'm not sure it would work.

If the population gets too large then people who are ideologically opposed to it because they don't personally immediately benefit start getting into large enough groups to be able to active obstruct and wreck, all the while claiming they are doing nothing technically illegal and it becomes hard to shun and isolate them until they quit being assholes and knuckle under.

Isn't America...federal? Couldn't these thing be done on a state level or does it not work that way?

You can get close but you can't control things like EG national income tax levels, finance regulations, stuff like that.

But, yes, there's a lot that could be done at the state level.

(Also, the US has 10 states that are more populous than Sweden. U-S-A! U-S-A! U-S-A!)
