What do they plan to do with all the enslaved people? As in, if they ever achieve that, then what?

They haven't thought ahead that far! They're more interested in the idea of world domination than what comes next, or the actual logistics of it. For a supposed criminal mastermind, they're not very practical.

What would they say if someone asked them? Or offered help but wanted detailed plans from them? Could they come up with something?

Depends on who's asking, and their mood at the time of being asked. Most of the time though, they'd respond with some grand, pretentious speech about their "brilliant vision" for the world, using lots of big words to hide the fact that they really have no clue what they'd do with an entire planet assuming they did successfully manage to conquer it.

If someone offered them help, they'd first assess whether this person seemed both useful and easily manipulated. If so, try to come up with a fake plan on the spot that will placate them for now. If not, shoot them in the head.

They probably could come up with an actual decent plan if they pulled their head out of their ass for a second.
