Why would the telepaths only serve a dystopian regime if it were run by telepaths? I mean, it's not as if telepathy serves as a magic inoculation against cynicism and self-serving or something. Intellectuals and scientists have served shitty, repressive governments all the time--provided their own position is cushy enough, they often don't care. So why assume telepaths would be above that?

The telepaths wouldn't serve a non-telepathic dystopia. They'd take over it.

Not necessarily. How strong are these telepathic powers? I mean vaguely being able to read minds or something or move small objects - that's not really going to stand up against political/military power and money. The rich and powerful aristocracy would probably not be thrown down that easily. In fact, I dare say even moderately powerful psychics would have a tough time doing much, realistically, unless they had big enough organized numbers.

I mean if I had the power to read minds and shit, I don't think I'd do well suddenly declaring myself Supreme Leader.

Again: why? Plenty of people are happy to work for government--all kinds of governments--but would not care to take the responsibility of governing on their own shoulders. As a real-world example, very few governments are run by scientists, but plenty of scientists have no problem working for their respective governments. As long as the telepaths' safety, comfort and privileges were assured, why should they care if they were working for non-telepaths?
