1) Not really. I might post it to my own blog because I know there are people following it to keep updated on my writing.
2) For the most part, I think it's obnoxious.
3) See #1, as long as the author keeps it very brief and factual: you've finished a fic, here's header info with title, genre, pairing and an accurate plot summary. No begging (that includes "nice" begging) or pleading with people to go read it, no making excuses for how bad it is (teehee!) or how I'm sure nobody will read it (HINT HINT PLEASE READ MY FIC), in other words, absolutely nothing that sounds like an ad because jesus why do people think that's a good idea...

IMO, the way to "advertise" your fanfic is to write a damn good fic and let other people rec it. There's no more effective method than word of mouth. How could I believe anything the author said about their own fic? So many writers lack objectivity about their writing that I couldn't take their word for it. And frankly, if they "advertise" their fic in a flashy, obnoxious way, that tells me I don't agree with their judgement and probably wouldn't like their fic.

Good writers don't need to resort to desperate measures to get people to read their stuff.

Wow, do you live in a bubble.

How many fics that are absolute drek become popular while the best written gems get no recognition? It happens all the damn time. Writing an excellent fic in no way guarantees anything.
