Peggy's non-threatening in the sense that there's no way she can come between Steve and any potential love interests/shipmates in canon any more.

Why do people have that mindset? Do they think killing someone off gives their ship a better chance? What ever happened to the tragic romance route of never loving someone else again after your soulmate dies?

I dunno, it just seems really shitty for people to think death = all clear to make your move.

Some of it's because fanfic is more for the purposes of shipping than not-shipping though. It's just not as fun or satisfying to write a fic story as id-y adjunct to canon about unrequited pining and death, as it is for sexy fucktimes.
