If you post something publicly, it's not stalking or harassment if people bring it up even later on.

It's not necessarily stalking or harassment.

But there are cases where it probably is.

Depends on who posted it publicly. If the person personally posted it on a profile open for the public to see, then yes it's not necessarily harassment if someone comments about a recent thing they said. (Ex: a Kim Kardashian tweet) if however someone else posted something someone said on a public domain without their knowledge or consent then this can easily lead to stalking and harassment. Also if you're mentioning something more than a year old that's like necroposting along with harassing who ever you're fixating on who made a public post.
