Eh, not really. I'm a cel collector and I can assure you that a lot of old shows were really NOT that well drawn when you actually look at the cels. It makes sense, though, when you consider that each cel had to be drawn/inked/painted by hand, which meant it was a lot harder to fix mistakes when they were made. The animation style had to be simpler by default just because it took more time to create.

One of the reasons I prefer cel animation is because of the imperfections. Sometimes you had animation that was downright gorgeous, other times it looked like it was drawn with fingerpaint (and I will always have a soft spot for the "chipmunk face" animator who worked on the original Sailormoon).

Nowadays you do have some variation, but it's not quite as blatant, and I kinda miss it.
