No, but at the same time, I would consider Herpy a dick if he IE came and yelled at his tenants for smoking weed

Well that depends. Did the neighbours come and inform me my tenants are smoking weed? If so, I'm not going to yell at them, I'm going to serve them an eviction notice.

If they're keeping to themselves and not smoking in the suite and nobody sees them on the other hand... well that's a live and let live situation. I did make sure to write my plausible deniability into the contract.

Exactly what that entails as defined by the local statutes as they are written, bylaws included.

Since the owner is ultimately liable for illegal activities on the property - and I don't really want to invite legal trouble - if there's a law against putting a picture of a white fish in the window then I'm afraid tenants are not having a white fish in the window.

I'd say it depends on the original agreement the tenants make

If they agreed beforehand to abide by the law, which is in most contracts, then smoking pot even though harmless would count and I wouldn't judge the landlord for taking action about it

They agreed to do a thing and didn't stick to it, regardless of whether it's nice guy cop who doesn't care or asshole cop looking to bust whoever that's on duty that day

Depends on both the level of visibility of the particular activity and the level of culpability I would have if there was an arrest. If I'm automatically an accessory and it's a visible activity (i.e. the white cat example) then fuck no.

If it's less overt and I'm not automatically an accessory, then live how you wanna live.
