Isn't that a North Country accent?

One of the problems with writing out accents is that it's often not obvious what the accent is supposed to be or people have different interpretations. Better to just find a way to mention wat kind of accent a character has and leave it at that.

The use of t' for the is stereotypically northern England, else I wouldn't have pegged it as "North Country." The rest of it could be something else, I reckon.
