Gene obviously loves Sam far too much to want to have a go at anyone else, and even if there were no Sam-love, he's still married.
Personally, I think Ashes to Ashes exist because John Simm didn't want to play Sam anymore. He doesn't like playing a character for a long amount of time, so to him, the part was done.

Which is such a pity, because I loved Sam. I think he's my favorite character Simm ever played. Along with the Master, of course.

Wellllll, and there was the little issue of him having to be in EVERY SINGLE SCENE, which almost killed him from being overworked. But yeah, I'm really gonna miss Sam, that annoying, superior prick, and the 80's fashion is TERRIFYING. Gene still looks hot, though.
