I actually liked Valentine a great deal because he was such an unusual villain! Usually the main villain would be the one who the protagonist fights but in this case Valentine both doesn't like violence (Though will obviously roll with it when necessary) and can't stand the sight of blood. That combined with his attitude and the fact he was trying to fix a real problem (Though in a crazy, over the top way) endeared him to me. He's not my absolute favorite, but I see what the film was going for and think it did a good job with him. (Did you want a more serious villain? The film is so tongue in cheek that I don't know if that could work.)
Tbh I didn't even see him as pathetic! He was an incredibly intelligent guy and almost succeeded in his plan. You might even say he did since undoubtedly many people died, both leaders and civilians.
