Root used to be this, but she wouldn't count anymore. I like Control too, but again...I don't think she really qualifies as a villain.

Most the female characters I can think of were at some point antagonists but didn't necessarily stay that way. (The Boss, for instance. The Boss was incredible.)

Lucretia certainly does though, as well as Ilithyia.

Revan. (Who is totes female.)

Mags Bennett from Justified. She was amazing.

Mags was easily the best villain in Justified after Boyd Crowder.

Which is no slight on her because Boyd was a damn force of nature.

She certainly held her own! The actress was magnificent.
