I figured Ruki was changed because it sounded too much like "Rookie" (the dub term for a baby Digimon) and that would get confusing. And Juri because it's an English word (jury) that sounds weird as a name. The last names, though... yeah, who knows.

I would have actually been fine with changing Juri if they'd changed it to Julie, which has the advantage of being an English name and sounding almost exactly like Juri. Noooot sure where "Jeri" came from.

I'm pretty sure they want to match the lip movements.

Julie and Juri are pronounced almost the exact same way, so I don't think that would have been a problem.

Except an "l" is a more closed mouth sound than an "r"

Jeri came from switching out the u and putting e instead, since that spelling actually makes it a girl's name and it's preeeetty close to how Juri spelled in English. I don't see what's so hard to get about that.

It's a really uncommon girl's name, is what.

I actually meet ladies named Jeri on a regular basis lol must be a regional thing

da

It's a unisex name though, and for women, at least in the US, extremely old fashioned. I have a grandma named Gerrie.
