Agreed. Given the setting, especially where you've got Wutai which is very obviously Japan, you get the feeling that many of the other characters in FFVII are supposed to be white, or whitish.
We do see some Wutaian writing in the Midgar slums, iirc, so you could claim some of them are mixed, but with Cloud specifically coming from Nibelheim I'd assume that he's probably not.
It does raise questions about Tifa, though. It could be interesting to explore Cloud's family being more local/old blood for the area than Tifa's.

Why do people think Tifa's Asian? I mean I guess they gave her that look in Advent Children, the sort of "in between Asian and Caucasian" appearance that Final Fantasy loves. But in the game, Tifa's has brown hair, red eyes, an extremely curvy body, and is not from Wutai. Nothing there would suggest Asian. Not saying it's impossible, but there doesn't seem to be any reason at all to identify Tifa as Asian.

I was more giving Tifa the benefit of the doubt based on her looks and how they designed her features in the movie, but you're right that there's really no other basis for it.
If we have mixed population in Midgar, though, you could theoretically have it some other places (I mean forget that it doesn't really make sense to have a world with basically two races XD).
But I agree, if you look at the game the racial coding is pretty straightforward in FFVII.
