I don't think it has. You just came across some badly written bdsm fics where the writer doesn't know what consent means, or that it's absolutely vital to agree what's going to happen, safety words etc. before anything starts.

Idk why no one else is getting this, but I feel you, OP. Kink-policing is HUGE in fandoms right now, and it's annoying. Can't do anything that's not 100% vanilla without being accused of rape-apologism. ¯\_(ツ)_/¯

Not really active in fandom much atm, is it really? That's disappointing. I remember FS in the olden days had to often have The Discussion about how rape fantasies Were Okay, and YKINMK, don't see that much here any more, and as a kinky person myself who used to have to be deeply in the closet way back when, I'd hoped fandom had moved on.

It's pretty bad, yeah. Now the only people that are allowed to have rape fantasies are those that have been through sexual trauma themselves and are using kink as a form of therapy. And people do interrogate you on it, like they want to make sure (by grilling you) that you've been raped yourself because otherwise you're scum.

And there's a whole lot of conflating innocent things with rape, like BDSM.

NAYRT - I spend a lot of time on Tumblr and various kinkmemes, and I've seen... pretty much none of this, apart from one guy who is legit psychotic (and keeps drinking while on anti-psychotics), so he might be considered an outlier.
