Okay see this reaction is interesting, because I read the secret as being judgmental towards America and exculpatory of non-American countries, but apparently from the responses other people are reading it as negative and judgmental towards other countries and a defense of America?

No, it isn't. It is trying to offend Americans. But in doing so it is implying that other country's are too ignorant to use stereotypes intentionally for comedy. They just do it because they don't know any better. Which is a bit offensive.

Not "a bit." Claiming that other countries are too stupid to make fun of America is unbelievably offensive, way more offensive than criticizing other countries for stereotypical portrayals of Americans. It's so offensive it's dehumanizing, really -- claiming other cultures aren't capable of something as fundamentally human as mockery.
