It's a mix of both.

I assume you mean all of Europe by "European race" - though I don't know why one would refer to it that way, and I assume you are aggravated by the idea that FS thinks of all of Europe as one whole - though I don't know what might lead one to this conclusion.

Clarification or providing examples would help your case in not looking like a troll.

I don't think OP ever mentioned a "European race". Unless you mean they implied it by using the word "racist". Which, even if this might confuse you, is a word that is used in quite a few European countries interchangeably with "xenophobia".
