I think it's because she's been an action hero without much in the way of humanity. Sure she doesn't need humanity to make a film, but without a realistic human element to ground the film I think it will be difficult.

I think it could go the way of dumb "Spy blows things up and looks swauve doing it" thing, but even James Bond is tired of the goofyness that comes with that territory and is trying to inject more humanity into it's lead.

It could go that way of "Bourne Identity" which would have been interesting, but doesn't really fit with the Marvel / Disney ethos (Plus the "Kill without remorse" aspect is not the direction they were talking her character)

Or (and I think this is where they're going with it) they could do a winter soldier style film which kind of mixes the two, but to pull that off she needs to be more... cap like. She needs to have the human side of her exposed and developed more. Like in TWS she was kinda the Jack Sparrow of the film, Very cool very, likable, because she was not the protagonist, but we all saw what happens when you give Jack Sparrow his own movie and expect it to work on the strength of the character.

TLDR, to carry her own movie and do it well I think she could do with being explored more and opened up to the audience more, and I think in large part that's what AoU was trying to do with a mind to making that movie down the road. Then the backlash hit and... it will be interesting to see if they have the stones to keep going with that.
