They put so much development into that character and her relationships to other members of the crew (Data, Worf, Picard), and then tossed her late in the first season.

So she's this really important character who's not in most of the series. :/

I guess it worked out, but I wonder about a divergent timeline of our world where Frakes left and Tasha was promoted to First Officer.
