Splitting tactical and security would have done it. There is no reason that the person in charge of mall-copping the Enterprise should also be the one firing the guns and keeping the shields up. I mean, by all means have the former answer to the latter (or vice-versa) but be different officers performing the different roles. I mean by rights phasers, photon torpedoes, and shields should all be operated by different people and have someone other than Captain and Exec coordinating them. Onboard security and away team security, also different roles, under onboard security there ought to be different people in charge of saucer and engineering sections, the latter specializing in the more military security (Look, Starfleet is based on the US Coast Guard which admittedly is -or was before 9/11- mildly military, but military none the less) and the former more in civilian security.

There are a multitude of roles that they could have used Worf and Tasha in, and someone those would work very well when set in opposition. One of the few good parts of ST:Ent was when this was pointed out by the not quite space marines clashing with Reed over onboard/away team security (even if Ent handled it in a stupid way).

Frankly though, I never liked Tasha. She came across as dim blonde and her record was abysmal to the point she could qualify as ship's counsellor.
