Nah. Just the way they handled it. If they really wanted a Time Lady nemesis, why not bring back the Rani?

The Rani was never the Doctor's nemesis, though. They tangled once or twice when the Doctor got in her way, but she never had the long-standing obsessive relationship with the Master that the Doctor had.

I wouldn't mind seeing her again in the right story, though, neither of her stories were great, but a Time Lady mad scientist is a fun concept.
