I'm pretty sure under 18 is always considered a juvenile by default. However, there are ways to get a juvenile moved to adult court. Some states don't have a minimum age for that. In other states it varies. here is an article on it from PBS. Wikipedia has more, but it is Wikipedia, so...

Thanks for this info! I am looking it up and apparently my state (Texas) is a little funny with the law, but this is a good general reference! It has cleared things up for me.
