wacky anime hair colors are supposed to be "natural" in the sense that they represent normal boring hair colors without all the characters sharing the same hair colors. i think cartoon artists have a limited number/range of colors they can use (to save time and money) so they decided to use the colors they DO have in their pallet to make characters stand out more from one another. (notice how only the important characters have the brightest most colorful hair. they're meant to stand out to the viewer.)

pink hair isn't ACTUALLY pink, it more likely represents a light red-blonde. purple or blue hair represents black without giving too many characters the same black hair. green represents a medium brown. so going by this theory, the pube color should also match the hair color.
