Yep. It's a guy.

And his name is, I kid you not, Bill (Kaulitz). And he's German. So, I guess the Japanese don't have the made up to within an inch of his life dude looks like a lady pop singer schtick cornered.

I do believe it is the singer from a band called Tokio Hotel. I could be wrong, but it does rather look like him.
