It's called Waterworld, stars Kevin Cosner and Dennis Hopper, and is infamous as being a ridiculous movie on the bad side of campy.

I always felt it wasn't campy enough. If you are going to rip off Mad Max then you have to do more than just copy it only replacing sand for water, you have to really amp it up. It was just a bit meh, played as straight as they did, and a bit pedestrian in its direction. It needed a little more crazy to really sell it.
