Probably somewhere off the coasts of Alaska, the west coast of Canada, and down off Oregon, Washington, California. I live in northern California and its big business here taking boatloads of folks whale watching, just do your research because your chances of seeing whales is best when they migrate, also if you're interested in seeing baby whales with their moms there's a time of year for that too.
