There was a massive plot point two episodes ago where the presence of someone like Clark would have prevented a massive problem. If nothing else having a serving uniformed officer would bolster UCOS's ability to make actual arrests.

I mean seriously, in a police station they had one of the x-officers perform an arrest could they not have simply let the twit go and then called the main desk to have the sergeant on duty arrest them officially on the way out. Technically there were sufficient grounds. I suppose it was just because they were on the final series and no one on the writing staff gave a fuck any more. The series finale wasn't that great either, talk about about with a whimper. Then again, apart from Steve, non of the rest had any real personality anyway. Danny and the other one were essentially the same character with much the same upright and stiff way of acting.
