I think you're vastly overestimating the Alliance's commitment to PAX. It was a failed experiment that they tried very hard to cover up, not a defining mission of the political class.

If The Operative (as true a believer as ever believed) was willing to change his mind about his masters' policy direction, presumably the party in power had plenty of politicians who wanted anything like PAX discontinued, gone, dead, and buried.

Political movers and shakers are seldom true believers in a cause, they are interested in power and authority. PAX was a failed experiment to be ignored, until it was exposed. Then it was a publicly shameful and embarrassing failed experiment that cost a lot of lives. "They cannot be allowed to die in vain!! A better PAX, to make their sacrifice worth something! To honor our brave boys who faced the reiver horde and were killed by a terrorist from the outer planets who wanted to undermine our way of life! We have to make that count for something! Bring those outer planets to heal, stop the smugglers and thieves in their tracks, remove those breeding grounds of terrorists in one go"

One man's failed experiment is another's political opportunity.
