Maybe she just wants you to spread the word and reblogged that she's taking commissions?

If she's really repeatedly asking you for money in such an uncomfortable way, after you already said no, I'm not sure of how much of a friend of yours she really is. Sorry to be the bearer of bad news.

If you have more money than her, and you want to, you could just outright offer her a gift of money, if that's where your relationship really is. Not sure I'd still be her friend if she took it, but at least it would resolve things.
