I've heard that called the 'masking effect,' where you use simple main characters to encourage the audience to identify with them, and lush environments around them to give the feel of exploring an intricate world. It's used more commonly in certain comics (Tintin is a perfect example, but some manga use it too), but it's been done well in animation.
