Well, first step is making an account obviously. Then, maybe find some people you like on Tumblr for instance. If they have ask box games (like ask me anything or pick a number between 1-15 on this list and I'll answer that question, or whatever) participate, or maybe send an ask where you just say something like "man your blog is a+" or if they start a discussion, join in. Try to put yourself out there. It's by no means a guarantee that anyone will be friends with you, but at least you are trying that way.

Otherwise, you can always try to make people come to you. Do you write fic or make art or anything? If you do that, that's a way to get some followers, and if you do it will be easier to socialise with them at least, by either having ask box games or just straight out saying "I want to be friends with you guys", or anything really.

It's not easy though, but really it just comes down to putting yourself out there. You won't make friends if they don't know you exist.
