The easiest way is probably to make your own content and posts and encourage discussion. (If you're making a post about your fandom, maybe ask what others think and try to start a conversation through that. Anon made a good suggestion with the ask games... haven't tried those myself but I've seen them on my flist.)

If people are interested in what you have to say they'll follow you, and then you'll have people you can connect with. (Or try to connect with, anyway.)

I know this isn't unique advice, but commenting on posts/tweets/etc and trying to get to know people helps. If there's anyone in particular you want to be friends with you might send them a few asks (PM's, comments, etc). If there's not, well...just putting yourself out there can be the start of something.

(Should probably take my own advice, tbh.)
