I don't know much about the twitter culture, but for me I just kind of start posting, join in on some smaller convos, go through blogs in the fandom that I think of interest (then carefully block the ones who seem to only cause drama. Dog fandom on tumblr is surprisingly disappointing and I'm beginning to notice a circle of the types I want to avoid. Man it will be awkward if I get one of them in the xmas exchange)

Then rinse and repeat and people will get to know you. I think i've got about 3-4 following me back and 1 of them is a BNF so everytime they replog me i get a couple of small time fandom blogs following me.
