It works for some people more than others. I enjoy it, though I admit I like LJ and DW better, at least at present.

Tumblr can be just as intimidating and 'clique-y' as any other forum. It's all about the people, their personalities, their interactivity.

...um, ok? See? That is what I'm talking about. -^

As you can tell by reading my comment: I know you can comment - but only if the poster allows comments/replies on their posts. In general, you can like and reblog most of everything - but you cannot comment on every post, like you can on LJ and DW (assuming the poster has not disabled commenting), unless the poster specifically allows it.
