Harry Potter also took place in the early to mid-1990s (Harry was 12 in 1992 according to the Death Day party) so Britain would have likely been even whiter at that time

Not at all. Black students are overrepresented according to actual demographics, where Asian is the actual largest minority. (Patel twins and Cho are the only Asian students that come to mind)
