It's probably that he's drawn and animated sexily. Not that he is sexy, but that the artist's eye emphasizes the lithe and sexy and not the bulky and manly.

Same reason straight women are turned on by women being sexualized by certain artists, it's the overarching idea of sex and sexiness as opposed to what's literally on the page.

You know, that's probably true. I think female comic characters usually get the "sex gaze" and the male characters get the "look how badass he is!" gaze. But Dick gets the sex gaze.
